Development of UAS Remote Identification Compliance Testing Capability (A90_A11L.UAS.141)

The Federal Aviation Administration (FAA) currently faces challenges in independently testing Unmanned Aircraft System (UAS) Remote Identification (RID) equipment, either aircraft embedded RID or supplemental RID broadcast modules, due to limited capabilities and resources. To address this, the FAA’s Flight Standards, Emerging Technologies Division, AFS-700 has identified the need for a testing capability to validate compliance with performance requirements and a policy to guide testing criteria. While manufacturers can self-declare RID compliance through the UAS Declaration of Compliance System (DOCSYS portal), reports of non-compliance can trigger audits. The FAA would like to refine the entrance criteria and assessment tools for initiating and performing these audits. Research is needed to establish effective testing capabilities and develop necessary oversight policies. This includes prototyping suitable systems and evaluating real-world scenarios to determine best practices, which will ultimately enhance the FAA’s ability to ensure UAS compliance and safety.
